The Government held, on Wednesday, a meeting chaired by Prime Minister Noureddine Bedoui, during which the draft bill on the 2017 budget regulations and draft executive decrees relating to renewable energy and housing sectors have been discussed, said the Prime Minister's office in a communiqué.
Two presentations on improving the living environment of citizens and the simple OTC market have been given at the meeting. During the same meeting, the Minister of Finance presented the financial results for the year 2017 as well as the overall economic framework through which this financial law was elaborated and implemented.
The minister said that this constitutional text is part of the implementation of the principle of transparency and the strengthening of legislative power over the Government's action. The finance minister said that the year 2017 has seen a decline in the state's financial resources due to the sharp decrease in energy products worldwide.
The average price of Algerian crude reached USD53.93/ barrel, he said adding that the total amount of generated revenues amounts to DZD6,072 billion, of which DZD3,945 billion of petroleum taxation. The expenditures of of the State's general budget amounted to DZD6.767 billion, of which DZD4.497 billion for the operation (66.46%) and DZD2.270 billion for equipment (33.54%).
In this regard, the Prime Minister has ordered the adoption of a new approach taking into account the difficult situation of the public finance, especially with the freezing of unconventional financing when presenting the 2020 draft budget finance, particularly in terms of rationalizing operating expenses through the collection of all public revenues in a systematic way.
Bedoui also ordered the setting up of a working team to help raise the state's revenue collection, pending the implementation of the project to modernize tax administration and state property.
The Government has examined the draft executive decree establishing the conservation of renewable energies and energy efficiency. In his speech, the Prime Minister said that the expected goal of this conservation is the development of renewable energy use in our country as a strategic alternative for energy security and an engine for economic growth as well as a permanent choice to preserve the environment and cope with climate change in line with the country's international commitments.
The Prime Minister has additionally instructed the Government's members not to dissolve companies operating in the field of renewable and existing energy when creating a conservation of renewable energy and energy efficiency. He also called for the setting up of mechanisms for monitoring the implementation of national renewable energy programs.
The same official underlined the need to use renewable energies exclusively for all the new educational and training structures in southern country. Furthermore, the Government examined the draft executive decree relating to the direct financial assistance granted by the State to beneficiaries of social housing in the Highlands and the South.
This bill, presented by the Minister of Housing, Urban Planning and the City, comes into effect after the meeting of the Interministerial Council held on June 18, 2019, devoted to social housing.
